Proposal for Federal Europe Is Denounced As Surrender by French Interior Minister June 1, 2000 The French interior minister, Jean-Pierre Chevenement, has denounced ideas about a federal Europe as a surrender to globalization that would keep Europe a "suburb in the American Empire."
